Ways to File a Complaint
Printable form (PDF) — Complete the district HIB incident reporting form and deliver it to a school administrator. See form below.In person or by phone — Share your concern with any school staff member. Staff must promptly report HIB to an administrator.
What to Expect After Filing
Initial response (within 2 school days)
A building administrator will contact the complainant/family to learn more and discuss options, including an informal resolution or a formal investigation.
Informal resolution (optional)
- Success plan and supportive measures
- Mediated conversation
- Warning issued to the alleged aggressor
At any time, the complainant may request to initiate a formal investigation.
Formal investigation timeline
- Investigation completed within 5 school days unless a different timeline is agreed upon.
- Written outcome provided within 2 school days of completion with findings, measures, and appeal information.
Definitions
What is HIB?
Any intentional electronic, written, verbal, or physical act that: (1) physically harms a student or damages property; (2) substantially interferes with a student’s education; or (3) is so severe, persistent, or significant that it creates an intimidating or threatening educational environment. HIB often involves a power imbalance and may be repeated or likely to be repeated.
Discriminatory harassment
Harassment based on a student’s protected class (e.g., race, color, national origin, sex, gender identity or expression, sexual orientation, religion, creed, disability, use of a service animal, veteran or military status) that creates a hostile environment.
Sexual harassment
Unwelcome conduct of a sexual nature that substantially interferes with a student's education or creates an intimidating or hostile environment; this can include coercion, unwelcome touching, sexual comments, or the distribution of sexual images or messages.
Resources
Retaliation is prohibited. Supportive measures are offered in response to all reports. Disciplinary action against an alleged aggressor cannot be based solely on anonymous or confidential reports.
